-An ankle-length or longer skirt, preferably one with a frilly edge.
-needle and plenty of thread
-scissors
Optional: turn a pillow into a bustle for added butt.
Get your skirt and threaded needle. Tie a series of knots in the end of your thread. Flatten your skirt out and mark it so it you can see the back half clearly.
Thread the needle into the back of the skirt, into the inside and pull it up to the top, a few inches below the top. Pull it through until the material is ruffled to your satisfaction, cut and tie several knots.
Move along a few inches in repeat, only going an inch higher, cut, tie off. Then do two more right up at the waistband, one on the same level as the second thread, and another on the same level as the first. If you want more ruffles or are using weak threads, add more, but keep it as even as you can.
The best thing about this is that it can be done and undone in five minutes, to change up any skirt. Making a skirt to go under it is just as easy too, and most of your long skirts will be good underskirts.

O.o I am not so good at sewing...I think I'd need a video before I attempted this...I think I would end up with a tangled mess if I did this...
It's WAY easier than I thought it would be. XD but the thread tends to break, so I just kept doing it til it stopped breaking.
(probably has something to do with the thread being shitty. in hindsight I should have used my elasticated thread)

I do basicly the the same thing.
I use twill tape with hooks and eyes.
I sew the tape to the waist band on the inside and sew a hook to the end of it at the length I want the fabric to come up.
I sew the eye to the inside spot I'm pulling up from the skirt with a minimum of thread showing on the outside.
I hook the eyes to the hooks and enjoy. But I have the added use of unhooking it and having the skirt back again when that is the look I'm going for on another day. (It is easier to clean that way too.)
I love to double use clothing items.
Oh, and I buy extra netting when its on sale. Any color will do. You just cut a few yards and bunch it up in between the straps and the skirt to bustle it up.
